You don’t know that they weren’t there in 1998, and you don’t know that those targets, if left to stand, might have been used to create Bad Things(tm). All you know is that in 2003, there weren’t any WMD in Iraq. Maybe that’s because of the 1998 strike plus the partitioning. We’ll never know.

You know, Bill Clinton bombed Iraq in December 1998 for having WMD. It was “Operation Desert Fox” (launched the very day Monica testified). The operation had the support of British Prime Minister Tony Blair and Democrats like yourself.
